Protocol of the ceremony

 

The Captains Regent are elected in mid-March and mid-September of each year. They take office on 1 April and 1 October. The investiture ceremony is both religious and civil. The ceremony starts at 9.40 a.m. with the array of all Military Corps (Honour Guard of the Great and General Council, Militia and Military Band) and with the Flag Raising Ceremony in Liberty Square. Subsequently, the Military Corps move to Contrada Omerelli, in front of Palazzo Valloni. Here, the newly elected Captains Regent, once they have worn the traditional costume and accompanied by the Chamberlains and the Majordomo, await the Minister of Foreign Affairs, the Government Syndics, the representatives of the Diplomatic and Consular Corps accredited to San Marino, the Official Speaker, the Bishop of the Diocese of San Marino-Montefeltro, the judges, the Prosecuting Magistrate, the Representatives of San Marino Diplomatic and Consular Corps, who have gathered here to pay homage to them. On 1 October, also the Presidents of the Associations of San Marino citizens abroad are present.
The reception takes place in the Audience Hall of Palazzo Valloni. Announced by a Chamberlain, the newly elected Captains Regent enter the hall and sit on the throne. On their right, the Head of the State Protocol, the Majordomo, the Minister of Foreign Affairs and the Government Syndics take their places in this order. The Majordomo introduces the guests in the order of precedence indicated by the State Protocol. The Dean of the Diplomatic Corps delivers a speech. The newly elected Captains Regent, through the first Captain Regent, deliver the investiture speech. At the end of this reception, the procession is formed to accompany the newly elected Captains Regents to the Government Building. The procession is opened by the Honour Guard of the Great and General Council, the Militia and the Military Band, followed by the Chamberlains and by the newly elected Captains Regent. They are followed by, in order, the Majordomo, the Minister of Foreign Affairs, the Government Syndics, the Dean of the Diplomatic Corps, the Official Speaker, the Bishop of the Diocese San Marino-Montefeltro, the Representatives of the Diplomatic and Consular Corps accredited to San Marino, the Prosecuting Magistrate and San Marino Diplomatic and Consular Representatives. At the entrance of the Government Building, the Captains Regent are welcomed by the Ministers of Internal Affairs and of Finance and Budget. The Heads of Township Councils are lined up in front of the hall of the Council of the Twelve. In the hall of the Council of the Twelve, the newly elected Captains Regent pay homage to the Captains Regent in office, in the presence of the members of the Congress of State (Government). At 10.55 a.m., the procession, reassembled in the same order of that formed at Palazzo Valloni, with the Captains Regent in office (at the centre) and the newly elected Captains Regent (on the sides), followed by senior State officials and guests gathered in various capacities in the Government Building, proceeds to the Basilica of Saint Marino to attend the religious ceremony. Waiting for them at the entrance of the Basilica are the Chaplain and the Saint's "Massari". Their Excellencies the Captains Regent take place on the throne on the left of the altar (cornu Evangelii). Two senior officers of the Honour Guard of the Great and General Council stand at the side of the throne and the Majordomo stands beside the throne. The newly elected Captains Regent take their places on the chairs on the right of the altar (cornu Epistolae): two senior officers of the Fortress Guard stand at their side, their Majordomo and the Government Syndics take their places beside them. After the Mass, at 11.55 a.m., the procession returns to the Government Building. At the Government Building, the Captains Regent in office and the newly elected Captains Regent, with their respective Majordomos, the members of the Congress of State and the Official Speaker enter the Ballot Hall. Announced by the Chamberlain, the Captains Regent in office and the newly elected Captains Regent enter the Council's Hall and the Official Speaker (a personality called for this special occasion), introduced by the Minister of Foreign Affairs, delivers the official speech, which can be heard even outside the Building. After the speech, the Minister of Internal Affairs, preceded by a Chamberlain, approaches to the newly elected Captains Regent and reads to them the Latin formula of oath. The newly elected Captains Regent take an oath, touching with their right hand the book containing the formula, and pronounce: "I swear." After the oath, the new Captains Regent approach to the throne, each on either side, where there are the outgoing Captains Regent, who take off the Collar of the Grand Master of the Order of San Marino and put it around the neck of their successors. On the tune of the National Anthem played by the Band, while the Militia fire cannon salvoes from the First Tower, the new Captains Regent take their places on the throne. The preceding Captains Regent, after taking a bow in front of the new Heads of State, move away.

At 12.45 p.m. the procession with Their Excellencies the Captains Regent and the following, in the order indicated above, return to Palazzo Valloni, where, in the Audience Hall, the guests pay homage to them. In Liberty Square, the array of the Military Corps and the Flag Lowering mark the end of the ceremony.
